INVITATION.
All Army JROTC Units that have completed their marksmanship
inspections are invited to participate in the 2009-2010 Army JROTC Air
Rifle Postal Competition. This official program provides information to
guide your unit’s participation. The Army JROTC Postal gives all cadets
who participate in air rifle marksmanship an opportunity to experience a
national-level competition fired at their unit’s home range. In addition
to providing your unit with a national ranking, results from this
competition will be used to select the Army JROTC unit teams and
at-large individuals that participate in the Army JROTC Service
Championship in February 2010.
POSTAL
COMPETITION SUMMARY: The 2009-2010 Army JROTC Air Rifle Postal is a
10-meter three-position (3X10) air rifle competition. The U. S. Army
Cadet Command and the Civilian Marksmanship Program (CMP) jointly
conduct the competition. The 2008-2010 7th Edition (V2) of the
National Standard Three Position Air Rifle Rules governs.
Rulebooks may be downloaded from the CMP web site at
http://www.odcmp.com/3P.htm.
JROTC units may enter as many cadets as they wish in this postal
competition. Units must register their teams online at
http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=5016. Please
review the Instructions—Online Registration for Postal Matches
that are part of this program before completing your online team
registration. Postal targets will be sent directly to your unit by the
CMP after 1Oct09. Targets are to be fired and forwarded to the CMP for
official scoring, postmarked not later than 4Dec09. Army JROTC units
requesting targets MUST COMPLETE THE INITIAL MARKSMANSHIP AND SAFETY
INSPECTION PROGRAM before being eligible to compete.
DATES.
SAIs/AIs may register their Army JROTC teams online any
time after 1Oct09, but not later than 20Nov09. Unit firing
may be done any time after units receive their postal targets, but not
later than 4Dec09. Targets and unit firing reports must be
forwarded to the CMP, postmarked not later than 4Dec09. Targets
received AFTER 11Dec09 WILL NOT be considered. Unit team
and individual postal match scores will be posted on the CMP web site as
soon as targets are received and scored. Results will be final on
18Dec09.
CADET
ELIGIBILITY. All Army JROTC cadets who completed air rifle safety
and marksmanship training, the cadet safety exam and the cadet safety
pledge are eligible to participate. All participants must be JROTC
cadets who are currently enrolled in JROTC. Cadets may fire the postal
in either the precision air rifle class (Rule 4.4) or in the sporter air
rifle class (Rule 4.2), but not in both classes. Any cadet who fires on
a unit team in an Army JROTC Service Championship must first fire in the
2009-2010 Army JROTC Postal or a Brigade qualifying competition in
either the sporter or precision class.
UNIT TEAM
SCORES. Units may enter as many cadets as they wish in either the
sporter or precision rifle classes or they may enter cadets in both
classes. The unit’s sporter class team score will be the top four scores
of all cadets who fire in the sporter class. The unit’s precision class
team score will be the top four scores of all cadets who fire in the
precision class. A JROTC unit may have both sporter and precision teams,
but individual cadets may only fire in one class (sporter or precision).
TO
ENTER/ORDER TARGETS. To
enter the Army JROTC Postal Competition, complete the
Online Registration at
http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=5016. There
are no entry fees. The coach and all firing members must register
online. Please see the online registration directions included with
this program before starting to register. When you enter online, please
check the appropriate Brigade for your state according to the JROTC
Structure Map that is printed at the end of this program. The CMP will
send the target sets that you request together with Army JROTC
Postal Firing Instructions and a Unit Firing Report.
COURSE OF
FIRE, FIRING PROCEDURES. Each cadet in the postal competition will
fire a three-position 3X10 course of fire on official postal targets.
Three special 10-bull competition targets designed for scoring with
electronic Orion Visual Image Scoring software will be
provided for each cadet. These targets will have the cadet’s name,
school, competitor number and firing position printed on the top of the
target. Do not make any other marks on the target. Be sure each cadet
fires on the targets with that cadet’s name printed on them. The
course of fire includes unlimited sighters and 10 shots for record prone
in 20 minutes, unlimited sighters and 10 shots for record standing in 20
minutes and unlimited sighters and 10 shots for record kneeling in 15
minutes (rule 5.3.1). The SAI/AI must witness the actual firing of all
targets. Fired targets and the Unit Firing Report must be
forwarded to the CMP for official scoring, postmarked not later than
4Dec09.
SCORING AND
RESULTS. The CMP will score
targets and post all scores in ranked results lists on the CMP web site
at
http://clubs.odcmp.com. Targets will be scored with the Orion
Scoring System that uses computer vision systems
to analyze and score the targets and shots. Instructors who wish to
protest a team or individual score must contact CMP Competitions,
419-635-2141, ext. 1102 or ext. 1131 or
postals@odcmp.com as soon as possible after scores are posted, but
not later than 18Dec09. Targets in question will be rechecked
according to Rule 8.5.5. In addition to posting overall results, unit
team and individual scores will be ranked by Brigade (current and
projected Brigade structure; see chart at the end of this program) so
that Army JROTC Postal scores can be used to select teams and
individuals to compete in the Army JROTC Service Championship. Any
targets postmarked after 4Dec09 or not received by 11Dec09
will not be scored or ranked. Results become final on 18Dec09.
Email notices regarding final official results will be sent to
participating units.
QUALIFYING
FOR ARMY JROTC EASTERN AND WESTERN CHAMPIONSHIPS.
The 2010 Army JROTC Service
Championship will be at Camp Perry, Ohio on 18-20 February. This range
has 80 firing points, all equipped with electronic targets.
Invitations will be issued to the top scoring unit teams and at-large
individuals according to the Army JROTC Championship Qualifying
Chart below. The number of teams and at-large individuals
allocated to each Brigade is based on the number of JROTC units in each
Brigade. Brigades also have the option of conducting a
shoulder-to-shoulder competition to determine qualifiers for the Service
Championship. If a Brigade elects to use a shoulder-to-shoulder
competition they must notify CMP with dates and locations no later than
23Oct09. A maximum of 227 individual cadets will be invited to
participate in the 2010 Army JROTC Championship. Invitations to
qualifying teams or at-large individuals that are not accepted will be
offered to the next highest scoring teams or at-large individuals on an
at-large basis. The championship will consist 3 relays of 75-78
shooters each firing two 3x20 courses of fire plus one final.

NATIONAL
JROTC AIR RIFLE CHAMPIONSHIP.
The 2009-2010 JROTC air rifle
marksmanship program will culminate with the 2010 National JROTC Air
Rifle Championship on 25-27 March 2010. The championship is tentatively
scheduled to take place at the CMP Marksmanship Center in Anniston, AL.
This new range has 80 firing points, all equipped with electronic
targets. The top four sporter and top four precision teams in the Army
Service Championship, plus the top six at-large individuals (not on
qualifying teams) in the sporter and precision classes will qualify to
represent Army JROTC in the JROTC Nationals.
JROTC AIR
RIFLE QUALIFICATION FIRING.
Scores fired in the Army JROTC Air Rifle Postal may be counted as
qualification firing scores for individual cadets. Cadets who fire
230x300 or higher in the postal three-position course of fire earn the
Expert Qualification Badge. Cadets whose 3X10 scores are 229 or lower
may still qualify as Sharpshooter if the total of their prone and
standing scores is 130X200 or higher or they may qualify as Marksman if
the total of their prone and standing scores is 110-129.
