2009-2010 MARINE CORPS JROTC
AIR RIFLE POSTAL COMPETITION

INVITATION. IAW MCO P1533.6 All MARINE CORPS JROTC units are REQUIRED to participate in the annual postal match unless marksmanship has been excluded as a matter of School Board policy. Documentation to this effect will be submitted to TECOM (C 46JR) via the District Project Office in lieu of the firing report by units prohibited by school board policy from conducting marksmanship training.

This official match program provides information to guide your unit’s participation in this activity. This competition gives cadets who participate in rifle marksmanship an opportunity to experience a national-level competition conducted at your unit’s home range. In addition to providing a national ranking, results from this competition will be used to select the MARINE CORPS JROTC teams that are invited to participate in the MARINE CORPS JROTC Service Championship that will take place on February 25-27 2010 at Camp Perry, Ohio.

Postal Competition Summary: The 2009-2010 MARINE CORPS JROTC Air Rifle Postal Competition is a three-position (3X10) air rifle event, fired at 10 meters. The 2008-2010 7th Edition (V2) of the National Standard Three Position Air Rifle Rules govern. Rulebooks may be requested from the Civilian Marksmanship Program (CMP, email: competitions@odcmp.com) or may be downloaded from the CMP web site at http://www.odcmp.com/3P.htm.

DATES. Online entries may be made to the CMP any time after 1Oct09, but not later than 20Nov09.  Unit postal firing may be done between 1Oct09 and 4Dec09.  Targets and unit firing reports must be forwarded to the CMP, postmarked not later than 4Dec09.  Targets received AFTER 11Dec09 WILL NOT be considered.  Postal match results will be posted on the CMP web site not later than 18Dec09, and results will become final on 18Dec09.  Email notices regarding final results will be sent to all participating units. 

ELIGIBILITY. Each unit may enter an unlimited number of cadets in either the sporter or precision class.  Cadets cannot fire in both classes. Each unit may enter in Sporter and/or Precision class.  Each unit will have no less than one four-person team firing the postal in either the sporter or precision air rifle class (Rule 4.4).  Any cadet who fires on a unit team in a MARINE CORPS JROTC Service Championship must have fired in the 2009-2010 MARINE CORPS JROTC Postal.  All team participants must be from the same school.  Participants must be JROTC cadets who are currently enrolled in JROTC or be JROTC cadets who, because of block scheduling, were precluded from enrolling in JROTC during the current semester/quarter, but who were enrolled in JROTC during the previous semester/quarter or will be enrolled in JROTC in the next semester/quarter.

TARGETS. Instructors will order targets from the CMP by completing an online team registration at http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=5018.  MCJROTC instructors must register their cadets using the online registration in the Marine Corps JROTC Postal. The CMP has provided online registration procedures with this program; be sure to review them before submitting your online entry.  After receiving each team entry, the CMP will send the requested target sets together with Firing Instructions and a Unit Firing Report.  There are no entry fees.

Course of Fire, Firing Procedures.
Each MCJROTC unit team will fire a three-position 3x10 course of fire on official postal 10-meter air rifle targets furnished by the CMP. Three 10-bull competition targets will be provided for each participant.  The targets will be preprinted with the competitors name, school name, “sporter” or “precision” and the firing position for each target (“P,” “S” or “K”).  No other targets are authorized.  Do not make any other marks on the target.  Be sure each cadet fires on the targets with that cadet’s name printed on them.  The course of fire includes unlimited sighters and 10 shots for record prone in 20 minutes, unlimited sighters and 10 shots for record standing in 20 minutes, and unlimited sighters and 10 shots for record kneeling in 15 minutes (rule 5.3.1).  An MCJROTC Instructor must serve as the range officer and supervise unit firing.  The SMI or MI must witness the actual firing of all targets and sign the Unit Firing Report.  Fired targets and the completed Unit Firing Report must be forwarded to the CMP for official scoring.  DO NOT PLUG TARGETS AT THE UNIT LEVEL!  Targets postmarked after 4Dec09 will not be considered.

Scoring and Results. The CMP will score all targets and post all scores in ranked results lists on the CMP web site at http://clubs.odcmp.com. DO NOT USE PLUG-TYPE GAUGES AT THE UNIT LEVEL! Targets will be scored with the Orion Scoring System that uses computer vision systems to analyze and score the targets and shots.  Instructors who wish to protest a team or individual score must contact CMP Competitions, 419-635-2141, ext. 1102 or ext. 1131 or  postals@odcmp.com as soon as possible after scores are posted.  Targets in question will be rechecked according to Rule 8.5.5.  In addition to posting overall results, unit team and individual scores will be ranked by Marine Corps Regions.  Any targets postmarked after 4Dec09 or not received by 11Dec09 will not be scored or ranked in the final results.  All results become final on 18Dec09.  Email notices regarding final official results will be sent to participating units. 

Qualifying for Marine Corps JROTC Service Championship.  The 2010 Marine Corps JROTC Championship will be held at Camp Perry, OH on 25-27 February. Qualifying for the Marine Corps JROTC Championship will be as follows (regardless of Region):

  • Top sixteen (16) unit teams in the sporter class. 

  • Top eight (8) unit teams in the precision class. 

  • Top twelve (12) individual cadets in the sporter class who are not from a school with a qualifying team. (If your school’s team qualifies to attend the Service Championship, no other individuals from your school may attend.)

  • Top twelve (12) individual cadets in the precision class who are not from a school with a qualifying team. (If your school’s team qualifies to attend the Service Championship, no other individuals from your school may attend.)

The Championship will consist of 3 relays of shooters each firing two 3x20 courses of fire plus one final.  These relays will also include an alternates’ match for alternate shooters coming with unit teams.

Travel Arrangements.  Qualifying teams and individuals must make their own travel arrangements to Camp Perry.  If your shooters qualify for the JROTC National Match in Anniston, AL you will again make your own travel arrangements.  All schools are responsible for funding the transportation and lodging costs for their teams, individual shooters and coaches that qualify to participate in the MCJROTC Championship.

National JROTC Championship. The 2009-2010 JROTC Air Rifle Marksmanship Program will culminate with the 2010 National JROTC Air Rifle Championship on 25-27 March 2010. The championship is tentatively scheduled to take place at the CMP Marksmanship Center in Anniston, AL.  This new range has 80 firing points, all equipped with electronic targets.    The top four teams in the sporter and precision classes and the top six at-large individuals in the sporter and precision classes from the Marine Corps JROTC Service Championship will represent the Marine Corps JROTC program in the JROTC Nationals.  TECOM will provide funding for transportation and lodging for the teams and individual shooters that qualify to participate in the National Championship.

JROTC Air Rifle Qualification Firing. Scores fired in the Marine Corps JROTC Air Rifle Postal may be counted as a qualification firing score.  Cadets who fire 230 or higher in a three-position course of fire earn the Expert Qualification Badge.  Cadets whose 3X10 scores are 229 or lower may still qualify as Sharpshooter if the total of their prone and standing scores is 130X200 or higher or they may qualify as Marksman if the total of their prone and standing scores is 110-129.
