2009-2010 NJROTC SECRETARY OF THE NAVY

AIR RIFLE POSTAL COMPETITION

INVITATION. All NJROTC units with authorized marksmanship programs in accordance with CNETINST 1533.9K are highly encouraged to participate in the 2009-2010 NJROTC Secretary of the Navy (SECNAV) Air Rifle Competition.  This official match program provides information to units to participate in this year's Postal Competition and qualifying individuals/teams to plan participation in the SECNAV Service Air Rifle Championship, and ultimately, the Civilian Marksmanship Program National JROTC Championship.

POSTAL COMPETITION
.
The 2009-2010 SECNAV NJROTC Air Rifle Postal Competition is a 10-meter, three-position (3x10) air rifle event.  The postal competition will be fired in accordance with the 2008-2010 7th edition (V2) of the National Standard Three-Position Air Rifle Rules.  Rule books are provided to all NJROTC units and may also be downloaded from the CMP website at http://www.odcmp.com/3P.htm.

DATES
.
Online entries may be made to the CMP any time after 1Oct09, but not later than 20Nov09.  Unit postal firing will be conducted between 1Oct09 and 4Dec09.  Targets and unit firing reports must be forwarded to the CMP, postmarked not later than 4Dec09.  Targets received AFTER 11DEC09 WILL NOT be considered.  Postal match results will be posted on the CMP website and will be final on 18Dec09; scoring challenges cannot be submitted after that date.  E-mail notices regarding final results will be sent to all units.

ELIGIBILITY
.
Each unit may enter an unlimited number of cadets in either the Sporter or Precision class.  Cadets cannot fire in both classes. Each unit may enter in the Sporter and/or Precision classes.  Cadets who go on to compete in the SECNAV Service Championship must have fired in the 2009-2010 SECNAV NJROTC Postal.  All team participants must be from the same unit.  Participants must be NJROTC cadets currently enrolled in NJROTC or be NJROTC cadets who, because of block scheduling, were precluded from enrolling in NJROTC during the current semester/quarter, but who were enrolled in JROTC during the previous semester/quarter or will be enrolled in NJROTC in the next semester/quarter.

TARGETS
.
Instructors will order targets from the CMP by completing an online team registration at http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=5017.  Navy instructors must register their cadets using the online registration in the SECNAV NJROTC Postal. The CMP has provided online registration procedures with this program; be sure to review them before submitting your online entry.  (If you are unsure if a cadet already has a competitor number, this can be “looked up” at http://clubs.odcmp.com/cgi-bin/contactIDLookup.cgi using the cadet’s first and last name and date of birth.)  After receiving each team entry, the CMP will send the requested target sets together with Firing Instructions and a Unit Firing Report.  

COURSE OF FIRE/FIRING PROCEDURES
.
Each NJROTC unit team will fire a three-position 3x10 course of fire on official postal 10-meter air rifle targets furnished by the CMP. Three 10-bull competition targets will be provided for each participant.  The targets will be preprinted with the competitors name, school name, “sporter” or “precision” and the firing position for each target (“P,” “S” or “K”).  Do not make any other marks on the target.  Be sure each cadet fires on the targets with that cadet’s name printed on them.  No other targets are authorized. The course of fire includes unlimited sighters and 10 shots for record prone in 20 minutes, unlimited sighters and 10 shots for record standing in 20 minutes, and unlimited sighters and 10 shots for record kneeling in 15 minutes (rule 5.3.1).  An NJROTC Instructor must serve as the range officer and supervise unit firing.  The SNSI or NSI must witness the actual firing of all targets and sign the Unit Firing Report.  Fired targets and the completed Unit Firing Report must be forwarded to the CMP for official scoring.  DO NOT PLUG TARGETS AT THE UNIT LEVEL!  Targets postmarked after 4Dec09 or received later than 11Dec09 will not be considered.

SCORING AND RESULTS
.
The CMP will score all targets and post all scores in ranked results lists on the CMP website at http://clubs.odcmp.com.  Again, DO NOT PLUG TARGETS AT THE UNIT LEVEL!  Targets will be scored with the Orion Scoring System that uses computer vision techniques to analyze and score the targets and shots.  Instructors who wish to protest a team or individual score must contact CMP Competitions, 419-635-2141, ext. 1102 or ext. 1131 or e-mail postals@odcmp.com as soon as possible after scores are posted on the CMP website and before scores become final on 18Dec09.  Targets in question will be rechecked in accordance with rule 8.5.5. 

SECNAV Service Championship

QUALIFYING.  The 2010 Navy SECNAV Shoulder-to-Shoulder Championship will take place at Camp Perry, Ohio on 11-13 February 2010.  Qualifying from the SECNAV Postal will be determined according to the chart below.

A maximum of 222 individual cadets will be invited to participate in the SECNAV NJROTC Shoulder-to-Shoulder Championship. The championship will consist of three relays of 75 shooters each firing two 3x20 courses of fire plus one final.  This will also include an alternates’ match.

The top five (5) precision teams and top ten (10) sporter teams from the Overall SECNAV Postal Match will be invited to the SECNAV Championship.  The Area Managers will have the following picks to invite from their Area:

CMP JROTC NATIONAL AIR RIFLE CHAMPIONSHIP. The 2009-2010 JROTC Air Rifle Marksmanship Program will culminate with the 2010 National JROTC Air Rifle Championship on 25-27 March 2010. The championship is tentatively scheduled to take place at the CMP Marksmanship Center at Anniston, AL. This new range has 80 firing points, all equipped with electronic targets. The top four Sporter and top four Precision teams in the SECNAV Service Championship and the top six Sporter and Precision individuals in the SECNAV Service Championship will represent the Navy JROTC in the CMP National Air Rifle Championship.
