COMPETITIONS AND CLINICS HOSTED BY
NORTH CAROLINA ARMY NATIONAL GUARD,
CAMP BUTNER, NORTH CAROLINA

INVITATION: The 4th Eastern CMP Games and Creedmoor Cup Matches are co-sponsored by the Civilian Marksmanship Program and Creedmoor Sports, Inc. and will be held at Camp Butner, North Carolina, on 8-16 May 2010.  The Eastern CMP Games Matches will take place on 8-11 May. The Creedmoor Cup Matches take place on 12-16 May.  All interested shooters, whether new or experienced, recreation-oriented shooters or national championship contenders are invited to participate in these unique, national-level competitions.

NEW IN 2010.  The CMP Games match schedule has changed slightly from 2009.

·       The goal of the Range Officials Certification Program is to provide every club and range with trained line and pit officials and range safety officers.  The secondary goal of this program is to provide experienced officials with a comprehensive range command handbook, alibi situation manual and pit situation manual.

·        A new Vintage Sniper Rifle Test Match will be held in 2010.  The competition will consist of two-man teams, each team member firing 15 rounds at 300 yards and 15 rounds at 600 yards.  Winners will be recognized but because this is a test match no awards will be given.

·        The As-Issued MI Garand Special EIC Match was moved to Sunday in 2009 and was very well received and will continue in 2010.  Bushmaster Firearms will again offer a DCM XR competition rifle to the highest-ranking competitor in this match who is eligible to earn a 4-point Distinguished Rifleman credit (competitors who have earned no previous EIC points).

·     The Three-Gun Aggregate Awards for firing all three As-Issued Military Rifle Matches will continue in 2010.

The CMP introduced introductory EIC Pistol Matches and a regular EIC Pistol Match at the 2009 Eastern Games. In 2010 the CMP will host the following:

                        Pistol Fundamentals Clinic

                        As-Issued Special EIC Pistol Match

                        Regular EIC Pistol Match

These matches will be held on Sunday 9 May 2010 in the afternoon on the pistol range at Camp Butner.

·        The Rimfire Sporter match was a big hit in 2009 and will be fired again in 2010

·        There will again be a Carbine Match on Monday afternoon following the As-Issued Military Rifle Matches.

LOCATION. This entire nine-day schedule of training and competition activities takes place at Camp Butner, North Carolina.  Camp Butner is a North Carolina National Guard installation located north of Durham, North Carolina (Use Exit 191 off of I-85; see the map at the end of this program).

SPONSORS & HOST. The CMP sponsors the Eastern CMP Games Matches. Creedmoor Sports, Inc., of Oceanside, California sponsors the Creedmoor Cup Matches.  Camp Butner is a North Carolina National Guard training site with a complex of ranges.

RULES. The Eastern CMP Games Matches are governed by current CMP Competition Rules. The Creedmoor Cup Matches are governed by current NRA High Power Rifle Rules and CMP Competition Rules (EIC Match).

COMPETITION STAFF. Competition officials and staff for the matches will be provided by the CMP & Creedmoor Sports.  The primary officials are:

Match Director—Dennis DeMille, Creedmoor Sports

RANGE AND TARGET OPERATION.  The CMP Games Military Rifle Matches and all Creedmoor Cup Matches will be fired on Camp Butner Range 4.  The CMP Games M1 Carbine Match will fired from the 100 yard line on Range 4.  Range 4 has 50 firing points.  A maximum of 49 shooters will be squadded on each scheduled relay for a maximum range capacity of 196. The targets at Camp Butner’s highpower range are electronically controlled in the pits.  Competitors will be expected to pull targets and score as part of their responsibilities.  It is the responsibility of every shooter to be in the pits when it is their turn to pull targets. No target pullers will be provided (Competitors may hire local target pullers during the match). It is also every competitor’s responsibility to score when their relays are assigned to score.  During the matches, competitors who are scoring will also act as assistant range safety officers who are responsible for signaling when a competitor’s rifles are clear/safe or when competitors are ready for the next stage of firing to begin.  The Special As-Issued Military Pistol Match will be fired on Camp Butner’s Pistol Range, which is a 25 & 50 yard pistol range with turning targets.  The Rimfire Sporter Match will take place on Range 7.

MATCH RESULTSDuring the Eastern CMP Games and Creedmoor Cup Matches, all competitor’s scores will be recorded in the CMP Competition Tracker system as soon as they are received.  Competitor Tracker is an Internet-based competition management system that displays continually updated official results for competitors and team officials.  It also allows individuals interested in the matches who are not at Camp Butner to stay informed on match results.  Anyone who wants to know results for any current competition conducted or sanctioned by the CMP can find them through the CMP web site at http://clubs.odcmp.com/results.

MATCH AND EVENT SCHEDULE:
Note: All match start times listed in this schedule are the times when firing starts.  Competitors must arrive at the range in sufficient time to pick up scorecards and squadding, have rifles inspected, draw ammo, attend the safety briefing and report to the pits when assigned to do so.

Handloads using FMJ, soft point or match style projectiles. No tracer, armor piercing or incendiary type ammunition or projectiles may be used.

Shooting equipment. All normally used match shooting equipment and apparel may be used, shooting mat, coats, gloves, slings, spotting scope, etc. If a competitor chooses they may use a front bag rest in a prone position such as a sand bag, bean bag, etc. No bipods may be used. The team may share a single rifle, but may use no more than two rifles. The rifles may be employed as team sees fit (when and where).

Course of Fire. All firing will be done from the prone position. The competition will consist of two-man teams occupying a single firing point. One will serve as the shooter while the other serves as spotter. Teams in the pits will score for the shooting team. Shooting teams will receive their score cards during pit change. The course of fire will consist of each team member firing 15 rounds at 300 yards, and 15 rounds at 600 yards. A three minute preparation period will precede firing at each stage. After the preparation period has ended, each team will be given a two minute sighter period. During the sighter period the target will remain in the air and will only be scored after all six shots have been fired, and time has expired. Each team will allowed to fire a maximum of six sighter shots. The sighter period will only be given once at the 300 yard stage, and once at the 600 yard stage. Teams may shoot the six sighters from one or both rifles, and have one or both shooters firing; but no more than six total shots will be fired during the two minutes. After the two minute sighter period has ended the targets will be withdrawn, spotters inserted, and exposed for 90 seconds. After the 90 second exposure, the targets will be withdrawn for 30 seconds and spotters removed. While the targets are in the pits, and 10 seconds before the first exposure, the command “Standby” will be given. After 10 seconds, targets will be exposed for a full 20 seconds, at which time the shooter will fire one shot. Only after 20 seconds will all targets be withdrawn (for 30 seconds). Target pullers will then insert shot spotters and wait for the command “targets up”. The targets will then be exposed for another 20 seconds, during which time the shooter will fire a subsequent shot. This process will continue until the first shooter has fired all 15 rounds. Center line will announce “standby for your last shot” prior to the 15th exposure. After 15 exposures, the targets will be withdrawn and remain in the pits for two minutes (with the last shot spotter still in the target). During this time the team members will switch roles (the spotter becomes the shooter and vice-versa). When the targets reappear the second shooter will fire the first of their 15 rounds. This will continue until all of the second shooter’s 15 rounds have been fired. There are NO ALIBIS allowed; mechanical, range or otherwise.

The 300 yard high power target will be used at both 300 and 600 yards. Placement and winners will be determined by score and X-count. A tie breaker will consist of a shoot off at 600 yards until a winner is determined.

Relay 2 – Service Pistol EIC Match.  This will be a regular Service Pistol leg match where competitors must fire either M1911 .45 cal. or M9/92 9mm service pistols that comply with CMP Rules 6.4 and 6.5  (a copy of the CMP Competition Rules may be downloaded at http://www.odcmp.com/Competitions/Rulebook.pdf) .  Competitors must bring their own ammunition that complies with CMP Rule 6.7.2 (230 gr. Bullets for .45, 115-125 gr. Bullets for 9mm).  The course of fire is the Pistol National Match Course (CMP Rule 7.3.1, Table 3) with no sighters, 10 shots slow-fire at 50 yards (10 minutes for 10 shots), 10 shots timed-fire at 25 yards (20 sec. for 5 shots) and 10 shots rapid-fire at 25 yards (10 sec. for 5 shots).  All competitors must fire one-handed.  Competitors who choose this relay are expected to be experienced bull’s-eye target shooters who are Pistol Distinguished, have pistol EIC points or who are seriously working on earning their Distinguished Badges.  Competitors who fire in the Service Pistol EIC Match will be asked to remain and act as safety officers and coaches for the competitors in the As-Issued Military Pistol Matches.

CMP GAMES RELAY SCHEDULE. Camp Butner Range 4 has 50 firing points.  A maximum of 49 shooters will be squadded on four relays of shooters with a maximum range capacity of 196 shooters per day for the As-Issued Military Rifle Matches on Saturday through Tuesday.  Squadding tickets will be issued on the range shortly before each day’s match starts.  Relays 1-2 will fire first; relays 3-4 will go to the pits to pull targets first.  After relays 1-2 finish firing, relays 1-2 will go to the pits to pull targets and relays 3-4 will fire.  All competitors are required to perform coaching/ARO, target scoring or target pulling duties as assigned.  Any competitors who do not do so may be disqualified.  Disabled persons may request permission to provide a substitute target puller.  THE CMP DOES NOT PROVIDE PAID TARGET PULLERS.  A maximum of three relays will be squadded for the M1 Carbine Match.  One or two relays will be scheduled for the Rimfire Sporter Match and As-Issued Pistol Match.

AMMUNITION. 40 rounds of .30-06 M2 ball service ammunition will be issued to every Garand and Springfield Match competitor prior to each day’s firing.  M1 Carbine ammo will be issued.  Competitors in the Vintage Military Rifle and Rimfire Sporter Matches must provide their own ammunition.  Competitors must take their scorecards to pick up ammunition from the CMP Sales Truck.  Competitors may pick up their ammo for the duration of the Eastern CMP Games as long as they have all their scorecards.

ALIBIS--CMP GAMES ONLY. No alibis or re-fires because of rifle or ammunition malfunctions are allowed during any stage of these matches. It is important that your rifles be clean and in good working condition to prevent malfunctions.

SPOTTING SCOPES & OTHER EQUIPMENT. Competitors and scorers may use spotting scopes for shooting or scoring. Scopes do not need to be turned away from the target during the rapid-fire stage. Cloth, canvas or leather shooting jackets may be used, except in the Rimfire Sporter Match where shooting jackets or other special shooting clothing may not be worn. Standard military-issue web or leather slings or slings of this same type are permitted. Shooting gloves or mitts and ground cloths or shooting mats may be used. All competitors and range personnel are urged to bring their own personal hearing and eye protection and wear them whenever shooting takes place.

INEXPERIENCED COMPETITORS. The CMP Games Matches are ideal events for shooters who have not participated in previous competitions. Shooters are permitted to coach or assist each other in these matches. Experienced shooters are encouraged to assist new shooters with positions, slings, loading and the rules. The Garand, Carbine and Rimfire Sporter courses of fire are challenging, but all shooters with basic gun knowledge and the ability to handle these rifles can complete the course of fire safely.

CMP RIFLE SALES. 8-11 May.  The CMP South staff from Anniston, Alabama will be at the match with a supply of government surplus M1 Carbine, M1 Garand and Kimber smallbore rifles.  These rifles will be on display in the afternoons after firing concludes (see the schedule in this program).  Anyone may inspect these rifles and select one or more to purchase from the CMP regardless of whether they are entered in the competition or not.   Rifles selected by customers are tagged.  Customers must then complete the required paperwork and make payment arrangements. Rifles that are selected and purchased will be returned to Anniston and shipped directly to the customers from there.  No rifles will be released to customers at the match.  Individuals interested in purchasing rifles who are not firing in the match are welcome to come to Camp Butner during the daily rifle sales periods to also inspect and tag rifles for purchase.  Case lots of .30-06 M2 ball ammunition will also be available for purchase at the range.
