Dear Junior Highpower Competitors and Coaches:

In an effort to promote interest, education, and competition to the sport of Highpower Rifle Shooting among Junior shooters, a group of Junior coaches and Military coaches have come together to organize the 2009 Eastern United States Junior Highpower Clinic and Championship
. Our objective is to bring together new and experienced Junior shooters from the Eastern United States for a week of clinic instruction and match experience.

Experienced coaches and instructors from the United States Marine Corps Rifle Team and military personnel will be conducting clinics for both new and experienced junior shooters. Instruction in both shooting individual matches and shooting as a member of a coached team will also be provided. This week long program is offered to provide junior shooters an opportunity to expand their current level of knowledge, experience and expertise. It is also an opportunity for junior shooters to come together to experience the each other’s company and to form bonds of friendship and camaraderie within the sport.

We would encourage your participation in this event and would appreciate if you could pass on this information to any other junior coaches, directors, club leaders or others interested in the sport of Highpower shooting.  Please find attached the schedule of events with general information, match programs and registration information.

LOCATION. This exciting six-day schedule of training and competition activities takes place at Camp Butner, North Carolina. Camp Butner is a North Carolina National Guard installation located north of Durham, North Carolina. 

ELIGIBILITY. All juniors meeting the criteria under NRA/CMP Rules.  Juniors under the age of 14 must have an adult sponsor attend the clinic as well.  There is a fee of $50 for the adult sponsor.

RULES. All matches are governed by current CMP Competition Rules and NRA High Power Rifle Rules.

RANGE AND TARGET OPERATION. All matches will be fired on Camp Butner’s Range #4. The targets at Camp Butner are electronically controlled in the pits. Competitors will be expected to pull targets and score as part of their responsibilities. It is the responsibility of every shooter to be in the pits when it is their turn to pull targets. No target pullers will be provided. It is also every competitor’s responsibility to score when their relays are assigned to score.

MATCH RESULTS. During the Eastern U.S. Junior Highpower Clinic and Championship Matches, all competitor scorecards will be inputted into the CMP’s Competition Tracker system as soon as they are received and verified. The CMP results system uses the Internet to keep persons interested in the matches who are not at Camp Butner informed regarding up-to-the minute match results. Anyone who wants to know results for any current competition conducted by the CMP can find them through the CMP web site at http://clubs.odcmp.com/results

Note: All match start times listed in this schedule are the times when firing starts. All competitors must arrive at the range in sufficient time to pick up scorecards and squadding, attend the safety briefing and report to the pits when assigned to do so.

  • First Stage:  Slow fire, 200 yards, 2 sighter shots, 10 shots standing for record.

  • Second Stage:  Rapid fire, 200 yards, 2 sighter shots, 1 string of 10 shots for record standing to sitting or kneeling.

  • Third Stage:  Rapid fire, 300 yards, 2 sighter shots, 1 string of 10 shots for record standing to prone.

  • Fourth Stage:  Slow fire, 600 yards, 2 sighter shots, 20 shots prone for record.

600 YARD MID RANGE MATCH.  Tuesday, 23 June.  600 yards, slow fire match with 2 sighter shots and 20 shots prone for record in 22 minutes.

BUSHMASTER TROPHY MATCH.  Wednesday, 24 June.  National Match Course with 2 sighting shots at each stage.  Overall junior, High Woman and first place junior in each classification receives Bushmaster trophy plaques.  Relays 1 & 3 - HM, MA, EX; Relays 2 & 4 - SS, MK, MU.  Bushmaster Firearms will sponsor a Pizza Party Wednesday evening.  Pit Rotation Schedule is:

  • First Stage:  Slow fire, 200 yards, SR target, 10 shots standing, 10 minutes total.

  • Second Stage:  Rapid fire, 200 yards, SR target, 10 shots standing to sitting or kneeling, 60 seconds.

  • Third Stage:  Rapid fire, 300 yards, SR-3 target, 10 shots standing to prone, 70 seconds.

  • Fourth Stage:  Slow fire, 600 yards, MR-1 target, 20 shots prone, 20 minutes total.

INFANTRY TEAM MATCH.  Friday, 26 June.  Infantry Team Match Course (CMP Rule 8.5).  Top teams receives plaques.

  • First Stage:  600 yds., Prone, 50 seconds.

  • Second Stage:  500 yds., Prone, Sitting or Kneeling, 50 seconds.

  • Third Stage:  300 yds., Sitting or Kneeling, 50 seconds.

  • Fourth Stage:  200 yds., Standing, 50 seconds.

BRADFORD PALMER OVERALL AGGREGATE.  Total scores fired in the 600 yard match, the Bushmaster Trophy match, the Billy Atkins Team Match and the CMP EIC match.  Top three overall Match winners are awarded Bradford Palmer trophy plaques

AMMUNITION.  Ammunition will be provided for the ITT Clinic and Match ONLY.  All juniors attending the clinic is expected to bring their own ammunition for the clinic and matches (approximately 600 rounds).

CLASSIFICATIONS.  NRA Classifications will be used.  Competitors not having a NRA Highpower Classification will fire in the Master Unclassified Class.

ACCOMMODATIONS.  On Base Squad Bay with Bunk Beds (included with registration fee).  Juniors should plan to bring all their shooting equipment (rifle, mat, jacket, rifle cleaning supplies, ammo), water bottle, sunscreen, bed linens, towels, toiletries, hair dryers, personnel items, snacks, etc.

ADULT LEADERS/COACHES.  Adult Leaders and coaches are welcome to attend the Clinic with their junior shooters.  There will be a $50 entry fee for Adult Leaders and we encourage you to register as a non-firing/coach personnel at http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=4473.  This $50 entry fee will include on base housing, meals (lunch & dinner) and a clinic t-shirt.  If there is enough interest among Adult Leaders, a Coaches Class may be taught during the Clinic.

HOW TO ENTER. All competitors are urged to pre-register, however, walk-on entries will be accepted to the capacity of the range. To submit your entry click on http://clubs.odcmp.com/cgi-bin/matchInfo.cgi?matchID=4473.

ENTRY FEES. Entry fees are payable at the time of registration. Fees can be paid with credit cards during on-line registration. Checks may be sent to CMP or competitors who do not wish to send credit card information may call 419-635-2141, ext. 1111. Entry fee for the Junior Highpower Clinic is $100.00 for juniors and $50.00 for Adult coaches/leaders. 

CMP TRAVEL GRANTS.  The Civilian Marksmanship Program (CMP) will provide financial assistance for juniors that attend the 2009 Eastern U.S. Junior Highpower Clinic and Championship at Camp Butner.  The funding is intended to be partial support to help offset some travel expenses.  Juniors that wish to apply for support for the 2009 Eastern Junior Highpower Clinic must complete a CMP Junior Highpower Clinic Support Program Application Form.  The Application Form must be received at CMP Headquarters by 20 June 2009 or it may be turned in when the junior checks in at Camp Butner (forms due no later than 20 June 2009). 

DIRECTIONS TO RANGE 4. You will also find directions to the range on the North State Shooting Club web site at www.northstateshootingclub.com.  Follow these directions to enter Camp Butner and drive to Range 4.

·         From Interstate 85 South or North, take Exit 191 Butner-Creedmoor Hwy 56 West. 

·         Proceed approx 1/2 mile then turn right on 33rd Street. 

·         Proceed 2.1 miles turn left at the intersection onto Old Rt. #75 Road. 

·         Proceed approx 1/2 mile turn right onto Range Road.   Proceed 2.2 miles turn right into Range #4.
