2005 National Matches Junior Smallbore Support Program

Beginning with the 2002 National Matches, some administrative changes have been made to the CMP National Matches Smallbore Junior Support Program.  The 2005 National Matches Junior Smallbore Support Program will provide two $150.00 National Matches Smallbore Expense Grants per state.  The Expense Grants will be administered through the CMP State Junior Directors (SJDs) and recipients must be selected on the basis of a competition within the state.  If there is no State Junior Director, the DCM and State Association President can appoint a Grant administrator for that state (would ordinarily be the state association junior director or chairman).  Juniors that receive the grants must be selected according to results in a junior smallbore competition within the state.  These expense Grants are awarded to assist and encourage junior smallbore shooters who have not previously participated in the National Matches to make their first trip to Camp Perry.  This letter provides detailed information about how the program will work. 

Interested state association or club leaders should work with your CMP State Junior Director to identify the selection match that will be used and to assure that the opportunity for junior smallbore shooters to earn these grants is publicized.  To contact your State Junior Director, check the CMP web site: http://www.odcmp.com/Programs/SJD.htm.

PROGRAM PURPOSE:  CMP Smallbore Expense Grants are awarded to encourage junior smallbore rifle shooters who have not previously participated in the National Matches to do so.  The Grants are to be used to pay for expenses incurred at the National Matches smallbore championships or National Junior Smallbore Camp, including entry fees, accommodations, food and ammunition.

ELIGIBILITY:  Smallbore Expense Grants must be awarded to junior shooters under the age of 19 who have not previously attended the National Matches.

SELECTION COMPETITION:  Smallbore Expense Grant winners must be chosen through a designated open selection competition that is announced in advance to junior shooters, teams and clubs and that is open to all juniors in the state.  Smallbore Expense Grant winners should be the two highest-ranking juniors in the selection competition who have not previously attended the National Matches.  If winners cannot attend the National Matches, the Grants may be passed on to the next highest-ranking eligible juniors.

The selection competition must be a three-position smallbore competition, outdoor or indoor, conducted after November 1 of the preceding year.  Either the NRA or USA Shooting may sanction the selection competition.

PROGRAM PROCEDURES AND DEADLINES:  SJDs must report to the CMP not later than June 1 on whether the state will or will not use its NM Smallbore Expense Grants. Grants not accepted by that date will be awarded to other states.  The CMP website will be used to post state selection plans if the information is received in advance of the selection competition.  SJDs must provide the CMP with a report identifying the Smallbore Expense Grant winners for their states by July 13.  Smallbore Expense Grant checks will be mailed to the winners address.

PETITIONS FOR UNUSED GRANTS.  SJDs in states that conduct open selection competitions, announced in advance, that have additional eligible juniors may petition the CMP for additional $150.00 Smallbore Expense Grants that are not used by other states.  Additional Grants will be awarded, one per state, with priority going to states with the highest number of eligible juniors in their state selection competition.  Selection competition results and documentation of eligibility must be provided with petitions.  Petitions for additional Smallbore Expense Grants must be received by July 24.

CMP National Matches Smallbore Junior Support Program Objectives:

  • To promote increased junior smallbore rifle shooting in all states.

  • To encourage increased junior participation in competitions designated as state selection competitions.

  • To encourage more junior shooters to participate in the National Matches.

  • To assure that CMP National Matches junior support funds support trained junior shooters who earn their support through competition selections.
