CMP AFFILIATE RIFLE PURCHASE PROGRAM

The CMP Affiliate Rifle Purchase Program is a CMP program in which CMP-affiliated schools, junior clubs, teams and camps can purchase .177 cal precision and sporter air rifles, and .22 cal smallbore rifles for target training and competition by beginning to intermediate level shooters.  These rifles (except the Savage Mark I-FVT) may be purchased through the CMP delayed payment plan that allows purchaser to distribute payments over a two-year span.

This program is set up to help schools, clubs, junior teams and camps:

  • Obtain the most suitable rifles for use in teaching marksmanship to juniors and new shooters.

  • Attract more new shooters by providing loaner rifles.

  • Obtain club or team rifles especially suitable for beginning and intermediate lever shooters.

  • Overcome the financial challenges of getting their programs started.

DESCRIPTION OF RIFLES AVAILABLE

SPORTER AIR RIFLES

The largest and fastest-growing segment of junior shooting today uses a class of target air rifles called “sporter air rifles.”  Sporter air rifles now constitute a special class of junior shooting competition that offers excellent opportunities for new junior shooters.  Sporter air rifles are characterized by their light weight (5-7 lbs.), low cost (they vary from $180 to $500 in cost), basic target features (adjustable sights, adjustable length stocks, adjustable sling attachments) and suitable accuracy (rifles sold through this program must be capable of consistently shooting tens on the standard competition targets).  

Three-position air rifle shooting is promoted and governed by the National Three-Position Air Rifle Council whose members include The American Legion, Army Cadet Command (JROTC), Boy Scouts of America Venturing, Civilian Marksmanship Program, Daisy/U. S. Jaycee Shooter Education Program, Marine Corps Training and Education Command (MCJROTC), National 4-H Shooting Sports, United States Army  Marksmanship Unit (USAMU), Naval Education and Training Command (NJROTC) and USA Shooting (Olympic shooting governing body).  The NRA also independently promotes three-position air rifle competitions.  One of two classes of competition offered in three-position air rifle programs is for sporter class rifles.  Junior shooters can begin competing within their first year of shooting in competitions limited to sporter class air rifles.  Most juniors in this class are newer shooters who benefit most by competing with other juniors at a similar level of development.  Sporter competitions range from local tournaments to national championships sponsored by USA Shooting (Junior Olympic National Championship), The American Legion, Daisy and the United States Army  Marksmanship Unit (USAMU)

The major advantages of sporter air rifles are their affordable price and the fact that expensive target shooting clothing or other equipment is not required or even permitted.  New youth shooting groups can readily afford to participate in sporter class competitions.  In addition, many parents of youth interested in target shooting are willing to spend $175 to $500 to purchase sporter class rifles, but would not spend $1,000 or $2,000 to buy a precision-class target air rifle and the special equipment needed in that class of competition.  Sporter air rifles, with their low cost, light weight, adjustable length stocks and outstanding accuracy, have proven themselves to be a perfect solution to the need for a target rifle that is suitable for new and developing junior shooters.

This information bulletin describes rifles currently available through the CMP Junior Rifle Purchase Program.  The CMP expects to add additional junior air and smallbore rifles to this program as arrangements are made with manufacturers of appropriate rifles.  

 

PURCHASE REQUIREMENTS

  1. Clubs, schools, junior teams or camps that submit applications must be currently affiliated with the CMP.

  2. When purchasing rifles on the delayed payment program, a minimum of two rifles must be ordered.  Any combination of two rifles is acceptable for this payment option.  Accessories, i.e. cylinders, pellets, shooting glasses, etc. are not authorized for the delayed payment program.

  3. Clubs, teams or camps may order as many rifles as they wish.

  4. Applicants may pay for these rifles at the time of purchase or they may pay for the rifles in five installments, 20% at the time the order is placed and 20% at intervals of 6, 12, 18 and 24 months.  Applicants may initiate more than one delayed payment order provided they have remained current on all payments.  Delinquent payments will be assessed a $25 late fee.

  5. Clubs, schools, teams or camps that are delinquent in payments (more than six months overdue) must return any rifles not paid for in full.  A club, team or camp that no longer has a junior shooting program also has the option of returning any rifles that are not paid for in full.

  6. CMP club discounts apply only to government surplus rifles and not to any of these rifles that are sold through the CMP Affiliate Rifle Purchase Program.

  7. New Affiliates.  Clubs, schools, junior teams or camps not currently affiliated with the CMP may affiliate and become eligible to purchase rifles by requesting a CMP Affiliation Packet from the CMP Affiliate Relations Department, P.O. Box 576, Port Clinton, OH  43452; fax (419) 635-2573, tel. (419) 635-2141, ext. 1101, email clubs@odcmp.com.  As soon as the affiliation is approved, the new affiliate may order rifles under this program if it certifies they will be used in a junior shooting program.

HOW TO ORDER

  • Complete the Order Form on the reverse side and send to:  CMP Affiliate Rifle Sales, P.O. Box 576, Port Clinton, OH  43452 or fax to (419) 635-2802.
  • For .22 cal smallbore rifles, you must provide a signed copy of the FFL of the gun dealer who agrees to receive the rifle and deliver it to the applicant.
  • The CMP will determine the applicant’s eligibility to purchase and provide payment instructions if delayed payment option chosen.
