Items of interest from the CPRPFS Board of Directors Meeting

January 29-30, 1998 Las Vegas, NV

  1. Rifle Sales – Approved the sale of one authorized rifle (of each type) per person per calendar year. The CMP is selling service grade M1 Garand rifles   to individuals and Caliber .22 rifles to parents or guardians of junior shooters.. The following criteria for qualifying for the sale must be completed each calendar year:
    1. Current Membership in a currently affiliated CMP Club or State Association
    2. Proof of qualification or competitive activity such as:
  1. A classification card or temporary score book in:
      1. Smallbore rifle
      2. Bull’s-eye pistol
      3. Air rifle, air pistol
      4. High power rifle
      5. Rifle and/or pistol silhouette
  1. Proof of 50 shots fired in an instructional clinic
  2. A certificate of completion of the Rifle Small Arms Firing School
  3. A current active or reserve component of the uniformed services (not retired) military identification card (active and reserve components are assumed to qualify yearly).
  4. Proof of honorable service in the uniformed services prior to 1960.
  5. A current NRA Instructor Certification for rifle or pistol.
  6. Proof of Distinguished Rifleman/Marksman or Distinguished Pistol Shot status
    1. Proof of identity such as:
      1. Birth Certificate
      2. Voter registration card
      3. U.S. Passport
      4. Proof of U.S. Naturalization
      5. DD214
    1. Another Background check unless:
      1. You possess a current U.S. Government issued security clearance.
      2. You possess a current Concealed Weapons Permit (or equivalent for your state)
      3. You are a sworn law enforcement officer.
      4. You have a letter signed by the Senior Law Enforcement official (or his/her designee) in your jurisdiction (Chief of Police of Sheriff). The letter must be written on departmental letterhead certifying that the department has run a background check on you and certifying that you have no felony convictions and are otherwise eligible to own a firearm under local, county, state, and national law(s).
      5. You possess a Federal Firearms License (FFL) issued in your name.
  1. Waivers – Authorized the Director of Civilian Marksmanship (DCM) to waive (upon petition) the requirement for the proof of competitive activity (see I., B. above) for personal physical hardship/handicap cases.
  2. M1 Rifle Grading System – Authorized a grading system for the M1 rifles (this will take some time to implement)
  3. CMP National Junior Rifle Camp to allow selection of junior rifle shooters who shoot qualifying scores in Junior Olympic State Championships (smallbore and air rifle) as well as in NRA Junior Sectionals (smallbore and air rifle) and that the selection criteria address geographic distribution.
  4. CMP National Junior High Power Rifle Camp – Authorized changing the selection criteria for the CMP National Junior High Power Rifle Camp to eliminate the requirement for past attendance at the Camp Perry Small Arms Firing School and that the selection criteria address geographic distribution.
